4、安全操作：v 船舶进出港时，船长应在驾驶台、轮机长应在机舱亲自指挥操作；v 港内航行时，不得超过规定的航速；不做不必要的追越；避免在弯曲和复杂水域会船；充分考虑风流对船位的影响，做到应急制动快，停得住；v 进出港时，应在指定VHF工作频道守听并加强与交通管理部门、港口的联系，听从其指挥调度，并做好协调与他船的避让措施；v 进出港时一旦发生险情或事故，应设法使船舶摆脱危险、减少损失、做好相关记录，及时报告当地 海事部门。8一、船舶操纵基本术语及常识进出港遇到下列情况，应报告海事主管部门：v泊位不符合安全靠离条件；v能见度低于港口规定的限制要求及引航标准；v风大流急无足够拖轮；v港口和航道水深不符
